[Misc] Compile the CUDA kernels in CI, without a GPU
New tox environment
cuda-compile, which compiles the CUDA kernels to PTX for the lowest and highest compute capability supported by the CUDA toolkit. It runs in GitHub Actions and needs no GPU.
